Apple Seeds Second Betas of iOS 13.2 and iPadOS 13.2 to Developers [Update: Public Beta Available]

For me at least it refused to update and threw my iPad into DFU mode, a few others on Reddit have the same issue and it appears Apple has now blocked the update -

Seems like that has been resolved from what I recall. That, and beta 3 has also been released already.
