during the beta period, yeah. typically apple doesnt accept apps designed for new OS's until right before the final ship date.
PB1 was super stable for me, PB2 not so much. Lots of crashes and pages not loading in certain apps. I know that’s more on the app developer end but still.
Answer is almost always regulations, shoddy coding, or both. Probably a common back-end verification system that hasn't been updated.
Ok every time I type "this" it autocorrects to thi's. I have no idea why and it's doing it since I went to PB2.

PB2 - Notes works fine for me, but Siri seems to have completely stopped doing anything. I can't use Siri for dictation or adding things to Reminders or controlling HomeKit devices anymore... Anybody else?
Still cuts out randomly. Especially annoying with hearing aids.
Same for me. I could deal with it but I’ve had various things crash multiple times already.

It loads Google searches but you can't actually open the page. And you can't open any website. It gives a connection error. I have a full 5g connection and it's still not working. Contacted Apple support they told me they can't help with betas
I reinstalled some of the offending apps and they seem much better now but overall it seems a bit more buggy than 1.
Battery life seems back to normal. I noticed my 13 Pro Max suddenly didn't have great battery life anymore after installing the first beta, but now it's back.
Annoyingly the Google keyboard is still freezing and crashing constantly. I hate the default keyboard! Even as I type this, it froze and I had to switch away from it.
Every year I ignore the warnings about not installing the beta on my primary devices. I forget the past pain, and run into some new bug that makes everything annoying. Next year, I'll finally have the self control to just wait...

My only thought is: do you have a contact called Thi? (either first or last name)
You are literally a hero. Yes I used to work with Thi and sure enough I have an old contact. Just deleted. This annoying bug is still interesting a contact should not override other words.
