• iOS 12.4 supports more devices than iOS 13 - why would Apple limit potential roll out and slow it down?

iOS 12 supports more devices due to Apple TV and Apple Card. Every 64 bit device will be able to use these features. Apple seems to support devices for 5 years but iOS 12 goes back 6 years. iOS 13 was expected to drop off an older device or two.
