Yea, if you are in an area that doesn't have the TV app, then you are not missing much.

I think it has potential to be great, but unless it gets more support, especially from Netflix, and does something about multiple users, it will continue to be disabled on my ATV.

does it not work with netflix?
 
Apple probably wants to avoid another ATV launch that is plagued with bugs.

Or, they just push out iOS and tvOS builds at the same time, since they are built from the same codebase. Some of the back end API changes and fixes are useful for developers trying to make sure their apps work correctly with those fixes to the betas.

This makes sense, you are probably correct.

Although it could be said the amount of betas in iOS is Apple trying not to have another crappy iOS launch like iOS 9 and 10.

After iOS 10 upgrade, it took many more updates to make my iPad mini useable again. While now useable, it doesn't run nearly as well that iOS 8 and 9 did.
 
For the last few betas apps stop auto updating, have to sign out/in of my app store account to start it again.

Helps to have some experience in larger software projects. You can say we are "creatively lazy" at times.

Yeah, I'm not really sure what the high beta count is a sign of, as there could be a few causes off the top of my head. It doesn't help that I don't really have good visibility into Apple's development process, but in general, they've lagged the rest of the industry. But the frequent releases could be related to getting fixes out to people faster so there aren't so many duplicate reports from feedback, improvements to their engineering tools, or general improvements to their code quality. It may be that the code is better this beta cycle, leading to a better launch, rather than Apple trying to have a better launch, creating a more frequent beta cycle. It depends on if they have fewer bugs compared to 9/10, or if they have the same bug count as 9/10, but they have been fixing them faster.
