Turns out you have to install it using the Big Sur 11.3 beta, then you can do a manual update via Finder.I think Apple pulled the update down.

Was just about to ask the same thing.I want to hear more about the join Apple Card code that was hidden in some of the earlier betas.
Please, this Apple. If you need a few more weeks to iron out bugs, we can wait.Looking forward to some of these features, but I'd rather Apple takes more time for testing. I can wait a few weeks.
Wish you could install Betas without a dev account but guess only option is to wait
