From all reports so far, these are MEANT to be satellites of existing stores, NOT independent new stores. They are supposedly in touch with the local larger store--which means more inventory available sooner, and probably the option to get a PowerMac or eMac quite quickly too.
So I wouldn't necessarily expect these to serve NEW markets. They are an experiment in serving existing markets better. Think about it: if the Apple Store is on the far side of the city, you might never go there and see a Mac in action. But Apple can't support two full-size stores in one city. The answer? One full store plus one or more mini "satellites."
(Also, I've seen both the large (not flagship) and small "regular stores." The small stores aren't THIS small. They're maybe halfway in between. They have a Genius Bar off to the side, and islands in the middle, just not as much of that as the full-size stores. So these walls-only mini stores really are new.)
