Is anyone coming across the issue of no_reply@email.apple.com spamming you email telling you you have a billing problem? I’ve received 18+ emails since 9:45am, 5-10 minutes apart, telling my my apple care can’t be processed because of a billing problem. I’ve changed my payment method and have been talking with apple with no resolution.

That sounds like spam to receive that many emails in such a short period. You may also want to report it to Apple using the info in this article:
support.apple.com
