I've been checking appointments for the Apple Upgrade Program and finally got myself an appointment for a 128gb 6s + this afternoon.

Assuming I'm approved in store, will I be able to have the phone activated in the Apple store or do I need to take it to an AT&T store? I already have a mobile share value plan so it should be pretty simple to switch out my active devices.

it will be activated there and then.
 
You should be able to walk out of the Apple Store with your 6s+ activated. Unless they have a problem activating the phone, that's the only reason I would see for them to send to you to the AT&T Store.
 
Don't even need to unseal the box or switch sim cards. IMEI's are now automatically sent to the carrier...no need to even contact AT&T. You'll see your old phone flip to "No Service" and the new one will be active. Took the AT&T website a day to catch up, but it now knows I have a 6s Plus and I never contacted them at all. It was pretty cool to take a sealed box home with an activated phone inside.
