hello people I will be ordering the new iPhone 7 via the iOS Apple Store app does the location service have to be on or can I keep it off to order the iPhone 7 . It's currently off. How can I turn it on ?

That's service location but it not showing for the Apple Store app in setting how can I turn it on for the app

I don't think location services being on or off matters when pre-ordering. I might try and use the App Store app this year, people have said that it's a lot faster to get through when pre-ordering than it is when using safari. I will be using Apple Pay on the app as well, so I hope that makes it even quicker, if it works that is.
What you mean I don't need to have service location on for the Apple Store app when preordering since all my information already on my apple account

Why would you need to have location services on? Thats only useful when you are going to a physical store because it brings up self-checkout and shows you your nearby store hours. It doesn't matter if its on or off to use the app for pre-order. If you are having problems turning it on in Settings -> Privacy -> Location Services -> Apple Store. Then just delete the app, redownload it and select 'yes' when prompted to turn on location services.

Location services for the store app is used if you want to see info about a specific apple store, or are near a store etc.

As others have said, you don't need it on to pre-order. Only if you are going to a nearby Apple Store.

If an app needs access to something and hasn't requested permission for it before it will prompt you when and if it might be needed.
Let's say I deleted the app and reinstall (Apple,store app) won't that delete my billing or shipping info

No, your billing and shipping information is linked to your account not the app itself.
There is a way to turn it on via the App I clicked discover tab then featured and workshop session and it asked for me to Turn on the service location

That means you have never been prompted to turn the on in the past. If you received the prompt and clicked no, you can only turn it on via settings.
Nope since that drained battery and I was just prompted to turn it on via the app clicking on what I clicked

That not an option but i found another way how to turn it on but that's draining my battery. So I don't have to have it turn on correct when I preorder right

No I had The service location off and when the Apple Store update came out it was off also
