I may be getting an iPhone while I travel out of state. If for some reason, I experience issues with this phone, am I able to return/swap at a different apple store when I get home?

As long as it's within the (I think) 30 days return period, you can return it anywhere.
 
Buy from carrier, return to Apple Store?

If you purchase your iPhone from Verizon and there is a problem with it in the first 30 days, can you get a replacement from an Apple store?
 
If there is a (hardware) problem with the iPhone in the first year you can get it fixed/new one at the apple store.

Yes. It has to be a warranty-covered problem, not just a color or capacity swap.
