What other countries have “minimum local criteria”? Isn’t that just a formalized baksheesh?
I do not know about other countries but if other companies are able to meet this criteria in India it is not clear to me why Apple is not able to. As I said in another post may be India market does not yet provide the cost savings and profits to produce all models locally compared to the sales they have.
 
India is overwhelmingly very poor, with even their "middle class" (top ~70 million adults) defined by the government as only making more than $10 a day. In short, there are just tens of millions for whom a $1,000 device is a lot less than half a year's wages.

Right, India is extremely poor. No doubt about that and yes, comparing it with China in it's present form is not good.

Only 2.5% of Indian population uses premium smartphone. (Smartphone that costs more than ₹30,000 or $500) That's a very low number in terms of per capita capability.

But, those 2.5% equates to ~30Mn. This number also equates to 120% of Australian population or 80% of Canadian population. So, for Apple, India is another Australia/Canada where premium smartphone penetration is growing at 20% YoY.
