Just checked this out with the terminal command

ITS NOT A BIG DEAL AT ALL!​

If you press Command + V or press Paste in the context menu, YOU WILL NOT SEE ANY POPUP AT ALL!
It's only the first time an app requests to press Command + V for you.

In summary, its just this WHEN AN APP PASTES FOR YOU, NOT WHEN YOU PRESS COMMAND V:

And I dont remember seeing this iOS popup since like 2 years ago, this will also show if an app tries pasting for you:

Unfortunately, that's not really accurate. It's glitchy on iOS and some applications it just never stops asking
 
I like this on iOS so sure looks like a good feature to me.

But

so the next version of macOS will continue to be called Sequoia??? That's a leak that even Gurman didn't mention :p

Which apps exactly?

The worst one for me was Slack a few years ago, any time I focused it and had copied on another device with Continuity, it'd snoop the pasteboard to see what was there. Really annoying but enlightening that they were constantly seeing what was there each time you focused the app. Not quite scraping in the background but scraping when I didn't ask for it.

I did a quick search and found someone else saw the same behaviour:
This change is overdue.
 
why apps get access to full system? it should be the other way around. The app should not see anything unless I send it or insert it in the app. Photos, videos, passwords, clipboard.

having the app either "see nothing" or "read your whole file system to send it to the mothership" is ludicrous.
