A spokesman for Apple said: “Apple suggests product prices internationally on the basis of several factors, including currency exchange rates, local import laws, business practices, taxes, and the cost of doing business. These factors vary from region to region and over time, such that international prices are not always comparable to US suggested retail prices.”

That seems pretty self-explanatory, if only speaking in generalities. I'd imagine the particulars would be pretty boring.
 
US prices do not include sales tax. Add 7-10%, depending on locality, to the price of an iPad to get the actual cost in the states.

It all get's added afterwards in the US, which I find eFFing frustrating, when I've been shopping there...
