this true? I just read a few articles saying this

"Apple is giving customers an instant credit when towards a new online purchase. Previously, the program required customers to buy a new product first and receive an Apple Store gift card or debit card with the value after. The other alternative was visiting an Apple Store to make a trade-in and new purchase at the same time."

I think it says they'll issue a refund upon receiving the device

No. You have to send in your trade in. It’s then evaluated and credit issued. It isn’t an immediate credit off of purchase price.

Not instant credit as others have said, they inspect the device when they receive it.
