I have an Apple TV 4k Gen 2 with no USB Port for DFU mode restoring.

While updating my Apple TV to tvOS 17 beta 2 it crashed and dropped into DFU mode. DFU mode would start restoring and fail almost instantly and loop back to DFU bring phone close.

So I took the Apple TV to the genius bar thinking they had a special HDMI cable or a hidden lighting port to restore the device. Boy was I wrong, the genius never even touched the device, straight away he said it was out of warranty and Apple could not re-install the software and I should buy a new device.

This sounds so wrong. Can they re-install the tvOS?

To be fair they do cover this sort of thing and give warnings to not install beta on your everyday device before you hit that agree to the terms and proceed button.

Whether they can actually re-install previous tvOS software I wouldn’t know for sure.

When this happened to me on my AppleTV 4K 1st gen a couple years ago they had me send it in to be reflashed or swapped, who knows, and then sent it back to me. They didn't charge me anything and sent the empty return shipping box like normal. I may have been under AppleCare+ at the time, don't remember. I would reach out to support in the online chat and see if they can do the same for you.
