1. I have a TV HD to use as a homekit hub. It will connect by ethernet to the same router as the camera. Any problem with that?

2. Is the TV 4K more effective for detecting movement before sending to HSV?
 
I dunno what exactly you mean, I have a couple cameras integrated in home kit using an AppleTV4K as the hub. They are on the same local network. I think the camera does the detection. I'm not sure if I also had to use a homebridge hub to get all the functions I wanted.
 
Doesn't mater, both can be hard wired ethernet, both wifi or one each. I have one wireless and one hard wired ethernet camera and the ATV is hard wired.

I think the camera does the detection.

For HKSV (homekit secure video) the detection is done on one of your homekit home hubs.

Depending on the brand/model of camera, it may also do some detection in the camera, or the camera base station (if it has one). But those detections will show up in the camera's app, not the home app.
