But why not? They can decide having too much Hollywood is against their peoples preferences but I bet most people wouldn't vote for that. Most people probably don't care but this is a buy off for rich actors and directors. Just like the industry that makes so many millionaires gets tax breaks in America for filming a movie there. Politicians love giving freebies to famous millionaires in the name of the common man.

This is probably why the BBC is no longer "European".
 
Somebody let the EU regulators out of quarantine. They’re spending way too much time away from the real world with nothing to do but propose legislation...
 
There appears to be crossed wires here.

What they are saying is that content produced in the UK counts as "European Content" on Apple+.

However, the EU does not have the ability to ban Apple TV+ in the UK, as the UK is no longer part of the EU.

So basically - British shows count towards the proposed quote. However, even if it is banned, it cannot be banned by the EU in the UK.

Apple sells products and services in the EU, so they have to follow the law where they do business. Simple as that.

The EU and Britain are considerably more regulated re: media/culture/sport, I don’t think this legislation comes as a huge surprise to those nationals.

This makes absolutely zero sense to me! Ridiculous!

If Apple, a US company.. (admittedly, a global company) make a service; and me as a consumer is more than happy to purchase that service? Why the hell does it matter where the content is created?!

Fact of the matter is, I want that content!

I see the content in the TV app, and I'm prepared to pay for it? So what?!
Stuff like this just harms consumers.

Edit - I'm from the UK.. so I can't see it being banned any time soon, unless our government makes a similar decision.

All the streaming services would have to do is limit the US content until there is 30% UK content. These kind of laws only hurt the users.

A lot of European production suffer from US competition and there are not a lot of European streaming services (yet).
For instance, this fall, a local streaming service was launched in my country (Belgium) but it has a hard time to compete with US services like Netflix or Prime. They have to charge more while offering less content.

They did include HBO content to sweeten the deal. Apple could try to make local deals like these if this legislation goes into effect.

What a dumb law. Let the people decide if they want to watch it or not. Ask people in Europe if they prefer Hollywood movies or movies produced in Europe.

Well, obviously a lot of people in Europe watch US movies because they have a much bigger film industry and produce easy to consume content and blockbusters. They draw bigger crowds than indie European movies, which are also quite expensive if you take the size of their target audience into account. So the EU movie market really suffers from the US competition.

So Europe putting Europe first is fine, but when America tries to put America first everyone loses it.
For four years we watched the America First show, it was hilarious and amusing ;-)
 
We have something similar in Canada (called "can-con" for the Canadian content requirement). I used to be against it but I've come around. The issue is that the built-in audience of 350M people in the US (vs our 35M) and the absolute juggernaut of Hollywood mean that US budgets will always be higher and distribution always further and more publicized. Smaller countries simply can't compete and so, without some sort of balancing, we would lose our TV and film industries altogether. So if you want our audience, there need to be some concessions for local content.

I'm generally for free markets and capitalism, but I don't think it's inconsistent to also want checks in place to avoid complete Darwinism of US obliterating smaller countries' media. US does this with physical products through tariffs on Chinese made goods. They can make everything at a better quality and at a cheaper price, so you protect your industries through tariffs and subsidies.

- USA: Hey, we want that too
- UK: we’re not that big since we’re on our own, but maybe 10% local content
- China: we don’t want any violence, sex or fool language and 30% local content too
- 100 other countries: where is our 10/20/30% local content
Netflix, Apple, HBO and others: Our business is doomed

Personally I hate it either way: I want to buy the best stuff determined in a fair competition. Let Europe buy superior US content, let the US buy superior European cars. Everybody wins.

Maybe you should have faith in your own market. If there are actually good movies and TV shows it’s viable without forcing companies to produce a set amount of local content.

I live in the Netherlands and local movies and TV shows can really compete with Hollywood productions here. Yes, budgets are smaller and you can see that on screen, but even with budgets that are a fraction of what they are they can make quality content here and reach a big audience. We don’t have any such rules and none of our local content is made with oversees money.

So there are really only two options to change that, either the US produces less movies or Europe produces more movies people want to watch. All I know is this law is not good, streaming services will have to cut some content just to meet some dumb ratio.
 
I lived on both continents and to be honest I take EU restrictions anyday over the nonsense that is happening in NA.

Also, I don't know about "production" as most of the movies these days are VFX heavy and that is done all over the world. UK mainly along with places in Canada, NZ, India and US. Things like the Lion King or Jungle book was done all in Europe (and small sequence in NZ) so how would you classify this? Sure, its Disney but the majority of the work was done in Europe.

The reason why EU is probably introducing this is to make sure that the market is protected and people don't lose their jobs etc. Surely, there are some tax breaks etc. so its only fair that if you get a tax break then of course you need to offer some other content than the one made in US.
You may not see the bigger picture but trust me that this is a win for everyone. Companies, people and skilled workers that don't have to move all over the globe just to work in their field.
