Hello,
I have a ARC supported soundbar plugged into the only ARC port on my TV, and my Apple TV plugged into another one.
Sound works fine, just when I go to Audio and Video settings on the Apple TV, I can’t select the default audio source be my soundbar.
It still shows ‘TV speakers’ checked.
Is this panel only for Bluetooth and or HomePod?

My soundbar also has an extra ‘HDMI’ port, what if I plug my Apple TV into that?
 
On that screen, The appleTV will say "TV speakers" for anything on HDMI, even if the TV is passing the audio on to another device like a sound bar.

if you want to switch between the actual TV speakers and the sound bar, that setting will be changed in the Television's settings.

That screen you mention is only for the "HomePod big" the minis won't show up there, neither will bluetooth.

for regular airplay and bluetooth output settings, it's in the control center, accessed by a long press on the TV button, same little slide over menu that sleep is in.

User interface is changed after last update. See picture. Press blue AirPlay icon and choose sound output.
