Strange, it turns the tv off for me.

If I have the HDMI control set to "On" on the Apple TV and after watching ATV for awhile and wanting to go back to Cable, I switch the input on my HT Receiver to a different input (ex DVR) and then let the Apple TV put itself to Sleep (ex 30 minutes) then the Apple TV goes to Sleep but my HDTV does not receive the Power Off command.
So...
I now have the ability to be watching the DVR, pick up the ATV remote, wake ATV up, have my system automatically switch to the ATV input, watch ATV for awhile, and then manually switch back over to DVR and when the ATV goes to Sleep it doesn't affect the HDTV at all. That's great news, better than it was for years. The dream though is to be able to hit the button, put Apple TV to Sleep, and have it just switch the input back to the prior state. Praying for Apple to make this happen.

I've never been able to get HDMI-CEC to switch a receiver HDMI input back after use. It'll switch to the devices HDMI input when you power on,mbut usually stay there when you turnoff. If all your equipment was connected to a tv then it probably would switch back.
I have a a Sony Bravia - and the Apple Remote switches inputs when turned on, and turns off the TV when I select sleep. However, I strongly suspect it's turning the TV off via IR.
I doubt you will see anything change. That's the big problem with CEC, and why it never really became popular. The HDMI standered only specifies that the wiring for CEC be in place not if it's implanted into the hardware. Devices also don't have to support all commands. They also allow for vender specific commands which is why CEC usally works best with all devices from the same manufacturer.
My Sony HDTV behaves the same way, but nothing to do with IR. In my test cases to work around Apple's poor HDMI power control, in changing the HDMI input manually from ATV to Cable and then letting ATV put itself to Sleep after 30 minutes the Apple TV remote was on the coffee table pointed straight at the TV, so it's not IR.
Something in my Sony system (TV, HT Receiver, Blu-Ray) is allowing Apple TV to put itself to Sleep but not turn off the power to the TV when the input is not on Apple TV.

At the moment, I don't have my AV Receiver hooked up. Uverse and ATV are attached directly to my Samsung TV HDMI inputs 1 and 2. I put my ATV4 to sleep and switched Input 1 to watch TV on Uverse. After a short while, ATV woke from sleep somehow and switched back from Uverse on its own, so after this happened several times, my best solution was to unplug the ATV. Not ideal to say the least.

But, switch to another input like cable, leavingTV on allowing it to sleep automatically the TV stays on! Success! Well kinda
Apple needs to add more HDMI fine tuning, like on my Sony TV, HDMI control setting for each device first has control on/off, then when that is turned on it shows options for turning the device on or off when you turn the TV on or off.
So if Apple just added sub settings for allowing HDMI to turn on TV or off TV it would work perfect. We could set it to NOT turn off TV and still have it switch inputs.
For now allowing it just sleep on its own is a good workaround, thanks for tip!
Thank you! I will give this a try.Hmm. You may want to turn off Automatic Updates in the Software menu. Perhaps your ATV is waking up to ping the mothership and your Samsung is misinterpreting the HDMI signal.

My Sony Blu-Ray works that way. If I'm watching Cable and then press "On" on the Blu-Ray, the HT Receiver changes the input to Blu-Ray. When the movie is over and I hit "Off" on the Blu-Ray, the HT Receiver reverts back to Cable. It's the way it should work.
For Apple TV, it was an awesome surprise on Friday that finally, after a decade, ATV would change the HDMI input automatically. But then it shut the power on my TV off when I put it to Sleep and that was a major downer. My fix, just change the input manually back to Cable when you're done watching Apple TV, let the ATV put itself to Sleep. Gets me halfway there.
