Will the Apple TV be able to record live tv (so you can pause, rewind and then fast forward), or be able to record pre-set shows (like a VCR) or anything like that?

No its purely a device for streaming music, photos and movies/tv shows to your TV from your computer.

Disabled?

Apple never said anything about recording only streaming. All talk of recording was speculation.
