Apple TV remote apps on non-iOS devices

Are there any Apple TV remote apps for Android, Windows Phone 8, Windows 8/RT?

Do they require jail-broken Apple TV?
 
They all require a jailbreak. That is the only thing I cannot find a way around. There is no app that can work without a jailbreak.
