Is anyone having volume issues like I am? For some reason the volume on my tv (a Sony model) will start off super low until I pause the video and hit play again at which point the volume will be back to normal levels. And when I say normal my tv will say the volume is at 24 but in reality it was at half that until I paused and unpaused the video. This happens on multiple apps (Netflix and YouTube) so I'm thinking it is a hardware issue. Apple TV is set to control the volume and turn the tv on and off and that could also be the cause.

Anyone else having the same trouble and possibly have a solution??

Happens to me with Bluetooth headphones. Until your post, I thought it was something Bluetooth-related with the ATV4. Other than pausing and restarting, don't know of a fix. Am hoping it'll be mysteriously fixed when tvOS 9.1 comes out.
 
I'm not having any issues with either the tv speakers on my Panny or BT headphones through an rca/BT adapter. We've been using the ATV 4 for about 6 weeks now on a variety of streams from Plex or apps.

There's so many inconsistencies between peoples experience with the ATV 4 it blows my mind. A bunch of us have a problem, a bunch don't. And visa versa.

Yes. Same issue across multiple apps - iTunes movies & television programs, Netflix, Hulu, HBO, CNN, and many more. Sorry, no solution other than what you are doing.
 
Am getting that. Most noticeable with AirPlay. Frustratingly I'll turn my TV volume up high to watch, normally turn it off in that state and when I turn it on in the morning to listen to the radio I wake the neighbours!
 
Same issue here. ATV hooked up to Harman Kardon receiver via HDMI. I turn up the volume pretty high at times, just to be blasted with high volume at other times in the same show or the next. Happens more to me on Hulu, but it seems to be across multiple apps.
 
Same issue here. I played a video using Plex shortly after getting it, turning up the volume on my HK (Harman Kardon) Receiver so I can hear it, then I AirPlay a song from my MBA and nearly blew the speakers.
 
Same here. it is infuriating. I keep thinking "why is this episode on Hulu so seemingly quiet?" then when the next one starts BAM. huge. there are so many bugs with tvOS, bums me out. :(
