Never once have I wanted to start a brand new email when I have an email opened. It only makes sense in the context of the new email button being in the same place no matter what screen you are in. No it is not. I can compose by hitting the reply button. Flagging is good for Follow-up and highlighting important emails.
And it bugs me we are at iOS 13.4 still without a dedicated number row at the top of the keyboard!

Why did they further obscure the message you are replying to with the creation of dead space so you need to scroll instead of having the visual cue of at least the first sentence or two of what you are replying to?Is it too much to ask to go back to the iOS 12 version, which had a flag, folder, trash, reply, and compose icons?
