No it is not. I can compose by hitting the reply button. Flagging is good for Follow-up and highlighting important emails.

And it bugs me we are at iOS 13.4 still without a dedicated number row at the top of the keyboard!
Never once have I wanted to start a brand new email when I have an email opened. It only makes sense in the context of the new email button being in the same place no matter what screen you are in. Of course the correct place for the new email button should have always been the top right corner as most apps have a + button there.
 
It would be nice to allow customizable icons in the toolbar. Why not allow me to move the icons to where I want them.
 
Is it too much to ask to go back to the iOS 12 version, which had a flag, folder, trash, reply, and compose icons?

Apple, this is DUMB. Mail in iOS 13 has been three steps back.
THIS times a million. Why did they further obscure the message you are replying to with the creation of dead space so you need to scroll instead of having the visual cue of at least the first sentence or two of what you are replying to?

I hope that not final decision cos I want flag come back. It my most used icon. Always flag important email and flag email stuff I order online make sure it arrive etc and no problems before I unflag it.

It bit pain have to either reply button then flag it or go back inbox (after read email) and swipe flag it.

First thought was "yes, this makes sense". But, of course, as others have pointed out, you don't often need to compose a new e-mail when viewing a message. I have to believe the most common action is "reply", which should continue to be bottom right. Muscle memory will cause many people to hit "compose" when intending to "reply" and then wonder whey they don't have recipients, subject, etc.. This is terrible. In the current design, you hit "reply" to bring up an options sheet that doesn't even include compose. And now they will make it a prominent icon?? Confusing design.
