I've been having this problem for a year now-- in some areas of my house the Apple Watch is definitely out of BT range of my phone-- nothing works, Siri, apps, etc. but if I move a bit farther away it switches to wifi and starts working again. What's annoying is this happens when my iPhone is on the second floor and I'm in the basement. The Apple Watch thinks it has Bluetooth but it really doesn't.

It would be news to me if the Apple Watch connected to wifi. I thought it was solely dependent on BT to your iPhone for anything besides some health apps, time, date, etc.
 
I took my phone in for a repair a few months ago and when I came home I was getting notifications of some emails or an iMessage. I noticed the BT for the watch is way better than the one for my headphones. My house isn't huge but only a time or two have I had the phone on one end and I'm on the other and the watch couldn't access the app I was trying to use.
