I usually change my Apple Watch 4 on a generic charging stand that slightly angles the watchface forward. It charges fine when a silicon band is attached. However, when I charge the watch with my stainless steel metal band, I often find it didn't charge at all and run out of battery in the late morning. I think it's because the weight of the band causes the watch to tilt off the charging puck. Does anyone have this issue too? I've looked at other charging stands, they all angle forward like that or charge with the watch on the side and almost vertical(I bought a phone/watch charging combo like that and it didn't reliably charge on it's side).

I've not had that problem. You may need to look for a stand that offers more support for the watch case itself to counteract the weight of the band.
 
I would say that is 100% what is going on OP, I had something similar, once I pushed in the puck charger to it came through the whole a bit more, it offered a better connection and I never have the issue anymore.
 
I’ve been using one of these chargers for several years and never had a problem, even with my link bracelets.

I'll have to try that to see if it helps, otherwise, I'll probably get a new charging stand.
