Apple Watch SE constantly unpairing when setting up

My Aunt upgraded her iPhone 6S to 13, we cannot get her AW to pair. It was factory restored, removed from her iCloud account. Every time we set it up, iPhone recognizes watch, and when going through setup it says Unpairing and restarts the setup process. Have tried everything I can, is the OS corrupt? iOS is up to date. It is removed from her account but she did not unpair before formatting her old phone.

Have you talked to Apple? They give you support for the first 60 days on your iPhone purchase.
