There a spec on my series 11 Apple Watch is it a defect?

What can I do.

Not clear to me exactly which "speck" in the photo you're referring to.

How old is the watch, and where did you buy it?

If purchased from Apple within 14 days, and the speck bothers you - return it.
If purchased elsewhere, check their return policy.
If it's older - personally, I wouldn't bother with it but I suppose you could take it into a store and see what they say.

The dust in the sensor heart rate it was purchased three months ago ?
 
Is there any functionality impact? Does it measure your heart rate? Take ECG? SpO2?
If it bothers you, go to an Apple Store and show them and see what they say
It just started I’m more worried the water resistant seals failed
