Apple Watch Ultra 2 - Messages Not Syncing after Pair from Backup

I upgraded the original Ultra to the new black Ultra 2. I unpaired the old watch from my iPhone then paired the new watch and selected the backup made from the initial unpair. Now on the new watch, if you open messages, it only shows the messages that have been exchanged since the watch was connected. It does not mirror the iPhone, even though selected. The original would show all the threads and favorites as the iPhone does. I’ve tried about everything from unpairing and repairing, turning on and off iMessage, turning off cloud stored messages and turning back on. Am I missing something here?

As an update, unpaired again this morning and setup as new watch. Still having the same issue. Each message thread does not show up on watch messages app until I get a new message on that thread, then it stays. This accounts for saved favorites from the message app on phone.

No replies on this so assuming no one else has seen this, but did want to provide update to the thread. I ended up calling Apple Support and stumped both the tech and senior tech. After multiple screen shares, etc. They are now submitting this to their engineering group to review this week. Should hear something back by end of the week to see what they come up with.
