I just bought an iPad pro 12.9 inch. I notice that there is no weather icon like on my iPhone. Does the iPad not come with that icon?

iOS for iPad does not have the stock Weather app. Why? Who knows.
You also won't find Stocks, Calc, Wallet...
The iPads do not include the same weather app (or icon) as the iPhone.
In Location Services (Settings/Privacy/Location Services), there is a Weather icon and "app", but the information is restricted to use by the Today and Tomorrow Widgets (and maybe others) so they can provide local weather info. It is not usable in the same way the Weather app on the phone is.

You can download a weather app from the Apo store. There are many good ones, and some are free.
