I'm not sure how it's working this time, but I believe that during their last competion, the server would give you the current number sold and approximate rate of buying and then javascript would increase the counter.

Earlier today, I was looking at Apple's site on one of my tabs in IE7, where I'd left it running all night... the counter was up over 993,000,000. When I refreshed the page, it was back in the 992s... so the previous high rate had slowed down a bit. The lesson being, if you're gonna try to actually buy song #1,000,000,000, you better refresh the page to keep the counter current.
Just now I did another refresh, and it jumped from 993,224,000 to 993,323,000 instantly.
I second that, I turned off my AirPort and the counter was still going, so its obviously just making a guess, dang it there goes my luck at spending my $25 gift card accurately.
