If it is coming at all, probably this fall.

My money is still on they'll skip it altogether and do an A15X iPad Pro next fall. It would be consistent with having an iPad Pro update about every year and a half.
I think latest 2021 March they can safely update the iPP with miniled and A14X.
 
I can never decide how long to wait for a new laptop.

- Fall/winter: Tiger lake with AV1 hardware decoding, wi-fi 6 w/ 6E probably. Maybe mini-LED?
- Q1-Q2 2020: Intel rumors of a massive "sandy bridge" like increase in performance, 20%+. Will this actually happen? Be delayed a year or more like in the past?

If you can wait, something better will always come along eventually.

Apple is probably waiting on a more power-efficient Wi-Fi 6 chip. They could've put it in the 2020 Air and didn't.

How Apple plans to roll out AV1 is interesting. Maybe they'll wait until their own Ax chips offer it as well.

Tiger Lake should also significantly help with graphics.

I haven't seen those, and that sounds very premature. I wouldn't be surprised if Intel will still be busy slowly rolling out Tiger Lake well into Q2 2021. (I assume you mean 2021.)

What I have seen is Alder Lake rumors, featuring a heterogenous approach like ARM's big.LITTLE or Apple's Fusion: high-power and low-power chips. Alder Lake also seems to run on Golden Cove, which is yet another new microarchitecture (following Ice Lake's Sunny Cove and Tiger Lake's Willow Cove), and maybe that does bring various enhancements that will effectively boost performance.
