That doesn't explain why sending messages (to friends/family, not emergency services) is only supported in three countries. I wonder if it's a cost issue.

That doesn't explain why sending messages (to friends/family, not emergency services) is only supported in three countries. I wonder if it's a cost issue.
I'd say you're probably right that it's cost in that case, with Apple not wanting to foot the bill for non-emergency use outside North America.
I was in the middle of the forest in Florida, driving through at night, and it only showed SOS. I tried the satellite, and the text went through within 2 minutes since the other line was also in the vehicle with me.
