It's their chokehold on useful software distribution and the fact that they not only have to approve the app's safety and functionality (at which they frequently fail) but also whether they want to allow it at all for anticompetitive reasons.
It's for UX reasons. I as a consumer don't want this option. I goto Apple for simplicity. Either I can buy this app or I can't. There is no "if you install this store" which introduces complexity most consumers don't want.
