I will be writing my first app shortly, but want to reserve the app name in the app store until I can publish the full binary. is there a way to load anything to hold the app name while I am developing?

If there is already a topic on this ... Please send the link???

Right now, indefinitely. Of course, Apple could always decide to change this policy in the future and start purging such apps.

Do I need to pay the $99 to set the app up? I already downloaded the SDK.

Yes, you need to be enrolled in the paid program in order to access iTunes Connect, which is where you would set your app up.
