appple music app auto-downloads a bunch of songs

I decided to cleanse (delete) all my music and then download them as i Needed them.

Once i did that. I turned off icloud music library and turned it back on it is auto downloading like 7000 songs

Anybody have any idea how to start fresh from my itunes match librarywith no songs downloaded on the device

Check in settings - you may have the auto download option turned on.
