Does the number of apps installed affect battery life and/or iPhone performance?

It shouldn't affect battery life since nothing is running in the background. I don't really know about the springboard getting any slower though. I know someone who has filled her iPod Touch with the maximum number of apps allowed (all the pages are full), and there doesn't seem to be any problems with it.
