Apps as Folders

Is there a tweak that can let you turn an app into a folder and app? I.e. You want a 'social' folder, but you want Facebook as the primary app. So you tap Facebook once for Facebook, double tap it to open a folder with other social apps in it, and just tap whatever app you want afterwards.

There is an app called Apex which does this, I believe.Or something very similar

Thanks for the heads up on Apex, never heard of it till now and I've just bought it and love it so far.
