iPod touch Apps booted/rejected from App Store?

Assuming that I have a jailbroken iTouch 4G running Cydia and Installous, is there any way to download/install/run apps that have either been taken off of the app store or have been rejected?

you should be able to, because i got my friend fifa world cup edition 2010 after it was taken off the app store.
(i got it for him so we could play multiplayer)
