Apps doesn't start after bounce on dock

I'm not able to load Alfred, Chrome, VLC, Coda, Sublime Text, etc etc, just few apps are working after a normal reboot.

Some thing are going crazy, as an example the preference pane Date & Time gives an error "Could not load Date & Time preference pane".

I've already repaired the disk permissions and it doesn't fix anything.

Anyone with similar problems?

Well, nobody anser so i got to fix that problems re installing the OSX.
I've never need to do that in any other mac in more than 12 years using mac.
