apps in iTunes but don't make it my iPhone

anybody know what might be going on? I sync with iTunes, and select "all apps" and none make it over. I then select a few random apps and nada.
All the apps are there in iTunes, but only 4 or 5 have made it to my phone.

about 5 gigs...no music really and very few photos.

Do you have restrictions on? If you have restrictions on and aren't allowing apps they won't sync to your phone from iTunes.

never seen restrictions...is that somewhere in iTunes or in sys pref?
