Where did you get it from? And no i am not going to email you. I am already on this site and thereby am ready to provide my assistance.
The Touch should still be under warranty, given you purchased new and did not steal from your mothers crack dealer.
A simple solution to this problem, since you stated you tried the hard reset, is to do a simple restore from your computer. Itunes - restore.

If that doesn't work contact apple.

Apps not going onto my itouch

I downloaded some apps from itunes which i then downloaded and then it wouldn't go onto my itouch. How can i make them work? I think it's because there especially for the iphone is this true and can i change it so it works on my itouch????? Please reply x

Same thing happened to me when i first got my touch. You need to never sync your touch to your computer if you downloaded apps with your ipod itself.
Transfer ipod settings to your computer itunes software to update. Then you will be able to use apps without deleting entire ipod settings and files. This step is important otherwise apps won't open if you sync with itunes.
You need to delete all files on ipod first and start new sync on itunes then all apps will work again. You cannot use backup files on itunes to get back settings it won't work. You must start off like you first bought the ipod.
