They can. Some of them may not be programmed to, but they certainly could be.

It's all due to the app programmer. They can all be made to rotate. You should provide feedback to whoever made the game you want changed and perhaps they'll update it.

I would imagine that this would be a fairly simple update for the developer to make.

Not really. Everything changes when you have to scale it from one angle to another.
