Apps sometimes taking ages to download or update

This doesn't always happen but when it does I'm waiting 15-20 mins to download an app, where before a similar sized app took less than 3 mins. This slowness sometimes happens with updates too.

I was on 9.1 but it's still the same on 9.2.

Any ideas on how I can improve this?
