Apps stuck on "waiting"

This is really annoying.
I was downloading an instagram and another app's update, and now it's stuck at "waiting". I've done a hard reset twice, I've tried pressing the app, but it'll just change to "paused".
What is causing this?

I had this problem before iOS 5. simply turning off the iPhone then on worked.
