iPod touch Apps Stuck On Waiting

I want to install two apps.

However, I can't because the apps are stuck on waiting.

I have plenty of memory and I do not know why they will not install.

This has been a problem for me since 9.0 on my iPad Air 2. I currently have 4 apps that refuse to update/install. It's extremely frustrating

It's defiantly fixed in 9.2.1, my mini had 14 apps refusing to update. The all went through after the update.
