I did an Archive and Install on my brothers MB after he complained it was too slow. It's now very fast, but he can't access his files. They're there, but for some odd reason the permissions locked us out. I tried to repair permissions, but it didn't work. My brother is very angry and has a lot of valuable data. Thanks.

the previous users folder should not have any permissions on it.

Did he create a new user account?

With the Achieve and Install, there is no need to create a new profile. If he created a new one he should log out and log into his old one.

It was running OS X Server, and it wouldn't let me do a normal A&I. I did the one where it forgot user prefs.

humm, I have never done a reinstall with OS X server. I would assume though that it still has the previous user folder in the HD. otherwise you could try the command +I, and try to change the folders read/write settings.
