Are 3G iPad 2 locked to certain carrier?

I want to order the iPad2 3G to travel to other countries and be able to put a sim card and get data service, but it says it will only work with AT&T.

Can anyone clarify this for me please?
 
The only GSM iPads that are locked to a carrier are the ones sold in Japan. The AT&T ones are unlocked and can use any SIM card.
