Are all new MBA's Rev C?

I presume new MBA's purchased from the Apple Store are Rev C correct?

My first instinct is to say no... as I was just at my campus apple store and they had a base Rev. A brand new on sale for $999. So I would say there is a fair chance that other apple stores still have leftover Rev. Bs.

No, the official Apple Stores do not sell old products. Those items are delegated to the refurbished shop at apple.com

You're instincts are misleading seeing that your campus Apple store cannot be official (unless you live on Apple campus).

The official Apple store will be Rev C, but you can also tell by the hardware specifications:

Rev B: 1.86GHz CPU w/ 128GB SSD OR 1.6GHz CPU with 120GB HDD

Rev C: 2.13GHz CPU w/ 128GB SSD OR 1.86GHz CPU with 120GB HDD

Also, Rev C units come with the USB to ethernet adapter and have a 40WHr battery vs. 37WHr (if I recall correctly).

Compare the specs here:

http://guides.macrumors.com/MacBook_Air

If its an 80gb or 64gb HD you know its a revA
If its 1.6ghz and has a 120gb hd or 128gb SSD you know its a revB
If its 1.86ghz it could be a high end RevB or a low end RevC and you'll have to look at the product number to tell (see guide link above). It its not a custom order an SSD would indicate RevB and a HD would indicate RevC
If it has a 2.13 ghz processor its a revC

My campus Apple store is 'official'... they employ Apple experts and are an authorized Apple retailer. The only difference is that they don't offer the onsite repair or genius bar. They sell all models of Mac and official accessories... I'm not sure why they still have a Rev. A, but they do.

That's an authorized Apple Campus Store, not Retail store. It's employed by Apple employees but they usually have older generation of systems available to sell for cheap unlike the Apple Store. At the actual Apple Store, the older generation systems gets shipped back to the factory, most likely to be refurbished since they can't sell it at the original price anyways
