Are all Springboard.strings files the same?

Are all the original Springboard.strings files the same from iphone to iphone? meaning, does a springboard.strings file from an iphone 3gs have all the same stuff in it that a springboard.strings file from an iphone 4 has in it?

Also, if they aren't the same, will restoring give you the original file?
