iPhone 17 Pro Are new iPhone 17's locked when purchased through Apple?

Trading in my 14 Pro to apple and in return getting a 17Pro. When I go to apple store website, it asks Connectivity: Choose a carrier: If I choose TMobile to replace this iPhone on my existing t mobile account, will my phone always be locked to T Mobile?
